WHO IS DORIS OMBARA?


Who was she before her appointment as Kisumu City Manager and what is her future ambition?
The hands-on result oriented performer, who has thrust herself into the highly contested seat of Kisumu County Representative Eng. Doris Ombara; the best fit for the very position has elicited much admiration and massivel support among the residents and voters of Kisumu County.
But who exactly is Eng. Doris Ombara?
Why is she the darling candidate for Kisumu County voters as their best choics for the position of the Woman Representative?
Eng. Doris C. Ombara hails from Muhoroni SubCounty, Kisumu County.
Doris is the 3rd born daughter to Mama Gladys Ombara (former teachers) of Lela Karateng’, Kisumu West SubCounty and the Late Canon Jacob Ishmael Ombara ( also a former teacher) of Kabar sub clan of Kano, who settled in Muhoroni.
Kano is the largest clan of Luo Nyanza.
Doris received her elementary education in Kisumu, she joined Xaverian Primary School and sat for her Common Pencil Examination (CPE) in passing her exams excellently with three straight As of 36 points, securing her enrolment to Alliance Girls' High School, Kikuyu.
Doris was a member of the Alliance Girls' Choir and a senior perfect.
Doris sat for her O’Levels examinations at Alliance Girls' High School and consequently Doris got admitted to Kisumu Boys’ High School, (when Kisumu Boys' still accommodated girls) where she majored in Mathematics, Chemistry and Biology.
She sat her A’Levels examinations therein. She exceptionally excelled in Mathematics topping her class.
Thereafter Doris joined Egerton University to pursue BSc. Agricultural Engineering and graduated with First Class honours.
Eng. Doris Ombara holds a Master's of Science degree in Civil Engineering from Deflts University of Technology, Netherlands.
She practised teaching for a short stint at Onjiko Boys' High School and later Miwani Secondary School.
She later got employed by The Ministry of Agriculture and served in the capacity of an Agricultural Officer, in Kisumu District, Migori and Ugenya.
She was later promoted to Regional Director, World Wildlife Fund, serving in Mara.
Mama Doris Ombara has also garnered experience in NGO operations and management, she has notably worked for Africa Now, an NGO based in Kisumu.





In June 2014, she was appointed the City Manager Kisumu County where she served until 15th Oct. 2020. During her stint at the City Hall of Kisumu, she intiated and effected key infrastructural transfomation projects in Kisumu City County. Through her competent efforts in resource mobilisation strategies, she did proposals that won massive funding under the *WORLD BANK FUNDING KENYA URBAN SUPPORT PROGRAMME* through which she achieved the following;
Eng. Doris developed the Kisumu County Urban Integrated Development Strategy (CUIDS).
She developed a city investment plan and proposal for funding of projects in the city for financial years 2018/2019 and 2019/2020. These were both funded to the tune of Kshs780 Million for each respective year.
Projects funded include:
Construction of a Modern Fire Station for Kshs250 Million.
Construction of the Rotary Youth Business Incubation and Business development Centre for Kshs 280 Million.
Construction of the Non-Motorised Trans System and pavements & drainages for the City Centre and now extended to the City estates for Kshs 250 Million.
Construction of the Nyamasaria Mowlem Bus Station - (On going now) Kshs 111 Million.
Construction of the Kaloleni Social hall - (On going now). Kshs 150 Million.
Design of the Dunga Waterfront ; (On-going now). Kshs180 Million
Improvement and modernisation of the Old Jomo Kenyatta Sports ground and other City Parks and green spaces (Going on now). Kshs 111 Million. (On-going now).
Extension of the Non-Motorised Transport System to other parts of the City - Kshs 350 Million (On-going now).
This support from the World Bank under the Kenya Urban Support Programme will continue for the next 3 financial years and should see the transformation of the City to have modern, efficient service delivery systems that should improve the living standards of the residents of Kisumu.
Outside public administration, Doris has served the community in the church, education as teacher, board member and a lecturer, she has also contributed to the enrichment of the field of knowledge with fresh and transformative ideas through presentation of academic papers and contributions in referees journals in various workshops, Summits and conferences in Kenya, Tanzania, Tunisia, Morroco, Netherlands, Uganda, China and Burkina Faso and within the country.
Eng. Doris Ombara is a member of the Agricultural Society of Kenya since 1994.
She has also been a ember of the Kenyan Society of Agricultural Engineers since 1990.
In 2014 she ascended to the position of The Director at the Kisumu Water Supply and Sewerage Company Limited: KIWASCO, a position she has held to date.
Eng. Doris Ombara is a member of the Board of Management at the Muhoroni High School, Mbita High School and Nyakoko Secondary School.
Eng. Doris Ombara is a member of Diocesan Synod of The Anglican Church of Kenya.
